Notice of Public Rights issued for unaudited annual governance and accountability return

Residents are being informed that the notice of public rights has been officially published in relation to the unaudited Annual Governance and Accountability Return (AGAR) for the latest financial year.

The notice, issued by Scaldwell Parish Council, marks an important stage in the financial transparency process, allowing members of the public to inspect the council's financial records and governance statements before they are formally audited.

Under statutory requirements, the AGAR provides a summary of the authority's financial performance, governance arrangements, and internal controls for the year ending 31st March 2026. While the return remains unaudited at this stage, it has been approved by the authority and submitted for external review. 

The publication of the Notice of Public Rights gives electors from 16th June to 27th July 2026 to exercise their rights to review accounting records, ask questions, and, if necessary, raise objections with the appointed exernal auditor. 

Once the external audit is completed, the final audited AGAR will be published alongside the auditor's report and recommendations.

This annual process reinforces the principles of transparency and public participation in local government, offering residents a direct role in scrutinising financial stewardship within their community.
